Project Scope
Gulf Civil were successful in the tender for the 2018/2019 and 2020 REPA Bitumen restoration works for the Richmond Shire Council in June 2020.
With funding for the 2018 scope of works nearing its end date, Gulf Civil mobilized to site in under one week and began and completed the 2018 scope of works before the June 30 cut-off date.
Going above and beyond to meet this deadline was a great success to the Gulf team and our new Client.
The following project scope involves various pavement treatments and bitumen sealing based on the QRA treatment guidelines with works varying from small patch repairs to large full reconstructs taking place on rural roads as well as throughout the town streets of Richmond.
The restoration works consisted of the following:
- Import including cartage of 9,000 tons of gravel from local gravel source
- 1 coat bitumen seal – 10mm C170
- Bitumen spray seal, 2-coat
- In-situ stabilisation – including 50mm corrector
- Patch repair – patch local unbound pavement failure
- Pothole repair <1m2
- Reconstruct roads – trim existing road
- Reconstruct unbound granular base
- Reconstruct unbound granular pavement
- Reconstruct unsealed shoulder – repair isolated shoulder failure
- Resurface – bitumen spray seal, 2-coat
Key challenges in the delivery of this project included:
- Quick and efficient mobilization to site to complete the 2018 scope of works by the end of June 30th 2020.
- Very remote working conditions with a number of sites being up to 120km from the local township.
- Water sources very limited due to drought conditions within the community. Innovations required at every site to produce water cost effectively.
- Sidetrack installations required at all sites to maintain access for road trains delivering gravel. Regular maintenance and grading required over project duration.
- Programming of works in order to commence them project on a limited timeframe whilst also engaging, securing and transporting imported gravel critical to critical path sections of the project.
- Maintaining a strong working relationship with local community stakeholders.
Highlights & Outcomes
- Mobilisation, reconstruction and seal of 2018 scope of works within a 10-day time frame meeting June 30th deadline.
- Working with the client to commence works under contract at a fast-tracked site possession.
- Client satisfaction and quality work completed on all sites.
- Project delivered on time in a COVID-19 restricted program.
- Project delivered on budget.
