Project Scope
Gulf Civil were awarded the Reconstruction of Essential Public Assets contract for the Palm Island Aboriginal Shire Council (PIASC) in early 2020 under the Disaster Recovery Funding Arrangements (DRFA) program.
The project was delivered under a lump sum contract administered by the Queensland Reconstruction Authority (QRA) and involved the restoration of community infrastructure and public roads across Palm Island, Queensland, following significant weather event damage.
This achievement demonstrated Gulf Civil’s capacity to mobilise in remote island environments and complete time-critical works while maintaining full compliance with QRA and council standards. The project’s success strengthened the company’s relationship with PIASC and set the foundation for future regional delivery partnerships.
Key activities included:
- Heavy, medium, and light formation grading of sealed and unsealed roads
- Heavy shoulder grading and reshaping of table drains
- Gravel resheeting to 100 mm and 150 mm compacted thickness
- Supply and placement of gravel and other construction materials
- Localised pothole repairs and patch reinstatement
- Bulk excavation and bulk fill operations for formation reconstruction
- Placement of rock protection to stabilise eroded areas
- In-situ stabilisation of pavement layers to improve bearing strength
- Bitumen spray sealing to QRA and TMR specifications”
