Project Scope
The 2022 Disaster Recovery Funding Arrangements (DRFA) works on Palm Island, undertaken by Gulf Civil in partnership with the Palm Island Aboriginal Shire Council, aimed to restore and enhance essential infrastructure damaged by natural disasters. The project emphasized community engagement, particularly through the employment and training of local Indigenous residents, aligning with the Council’s Indigenous Employment Strategy.
The objectives of this project where to restore infrastructure to pre-disaster conditions, enhance resilience against future natural events and to promote local indigenous employment and training opportunities.
Community Engagement
Gulf Civil’s business model emphasises local engagement, recognising the benefits of employing and training community members. This approach fosters community involvement and ensures that the workforce reflects the local population, contributing to the project’s success and sustainability.
Road and Pavement Rehabilitation
- Patch repairs on bitumen-sealed roads.
- Pothole repairs.
- Heavy formation grading (50mm).
- Medium formation grading.
- Heavy shoulder grading (50mm).Edge repairs.
- Reconstruction of unbound granular pavements.
- Gravel resheeting.
Structural Works
- The Reconstruction of reinforced concrete structures.
- Bulk excavation and filling with imported materials.
- Rock protection installations.
Site Management
- Site setup and clearing.
- Implementation of erosion and sediment control measures.
- Application of lightly bound cement products or frequent bitumen sealing to protect works from weather events.
Safety and Quality Assurance
- Adherence to Workplace Health and Safety (WH&S) standards.
- Implementation of a comprehensive Safety Management Plan.
- Quality assurance protocols to ensure compliance with project specifications.
