Project Scope
Gulf Civil have been engaged by the Torres Strait Island Regional Council (TSIRC) for the Warraber Island Coastal Defences Project (TC25026), part of the region’s broader Coastal Protection and Climate Adaptation Program.
The project is located on Warraber (Sue) Island, within the Central Torres Strait, approximately 100 km north of Cape York. The works form a critical element in protecting community infrastructure and residential areas from ongoing coastal erosion and storm surge impacts.
Building on Gulf Civil’s strong delivery record across remote island locations, the project showcases the team’s ability to execute complex marine and coastal works in isolated, logistics-challenged environments while maintaining cultural sensitivity and environmental stewardship.
The Warraber Coastal Defences project involves the construction and upgrading of key shoreline protection structures around the island’s western and northern perimeters.
The principal scope includes:
- Construction of new rock armour seawalls and upgrading of existing defences
- Placement of geotextile underlay and graded rock armour layers (core, filter, and armour stone)
- Excavation and reshaping of existing foreshore embankments
- Reconstruction of beach access ramps and interface tie-ins to community infrastructure
- Minor drainage works and reshaping to manage surface runoff behind the wall
- Rehabilitation of disturbed areas and reinstatement of local access paths post-construction
All works are being undertaken in accordance with the RHD Consulting Engineers design drawings (Issue for Tender – Revision A), Queensland Coastal Engineering Guidelines, and TSIRC environmental and cultural heritage requirements.
