Project Scope

Gulf Civil successfully completed the upgrade and sealing of the Northern Bypass Road, south of the Jardine Ferry, under Contract T002/23 for the Northern Peninsula Area Regional Council (NPARC). The project formed part of the Cape York Region Package Stage 2, jointly funded by the Queensland Department of Transport and Main Roads (TMR) and the Federal Government.

The works extended from Chainage 268,300m to 279,900m, improving a critical transport corridor in a remote and environmentally sensitive region. Gulf Civil delivered the project in accordance with strict environmental, cultural heritage, and quality assurance requirements, ensuring minimal disruption to the surrounding community and ecosystems.

The project was delivered in accordance with the AS4000–1997 General Conditions of Contract, and all works were completed within the designated timeframe and budget, despite the logistical challenges of working in a remote location with seasonal weather constraints.

PROJECT SCOPE

  • Preparation and implementation of project management plans, including environmental, safety, traffic, and quality management.
  • Mobilisation and demobilisation of plant, equipment, and site facilities.
  • Clearing, grubbing, and topsoil management within the road corridor and gravel pits.
  • Gravel extraction and production from approved local borrow pits, including volume surveys and quality testing.
  • Earthworks and subgrade preparation, including shaping of table drains and embankments.
  • Construction of unbound pavements using Type 4.5 materials.
  • Application of sprayed bituminous seal treatments and placement of cover aggregates.
  • Installation of reinforced concrete box culverts and associated drainage infrastructure.
  • Supply and installation of road furniture, including signage and guideposts.
  • Pavement marking and delineation.
  • Revegetation works, including topsoil respreading and grass seeding.
  • Environmental compliance, including erosion and sediment control, water extraction monitoring, and cultural heritage protection.
  • Weekly construction reporting, stakeholder engagement, and site audits.
