Project Scope

Gulf Civil successfully delivered the Construction of Betterment Infrastructure Projects for the Palm Island Aboriginal Shire Council under Contract No. 53115660/01 VIN_2019/02. Funded by the Queensland Reconstruction Authority and Local Government, the project aimed to enhance the resilience and functionality of key public infrastructure on Palm Island. The works were carried out across three critical locations—Wallaby Point Road, Butler Bay, and Small Bay—and involved significant upgrades to road and coastal infrastructure.

We completed the project in accordance with all contractual, environmental, and cultural heritage obligations, ensuring compliance with Queensland Government standards and contributing to the long-term sustainability of the island’s infrastructure.

Wallaby Point Road Upgrade

  • Removal of existing culverts and footpaths
  • Installation of new culverts and a footpath bridge
  • Construction of concrete and granular sealed pavement

Butler Bay Revetment Seawall

  • Supply and placement of armour rock
  • Construction of a revetment seawall to protect coastal infrastructure

Small Bay Seawall

  • Similar revetment works to enhance shoreline protection

Additional scope elements included:

  • Development and implementation of Traffic Management Plans (TMPs) and Traffic Guidance Schemes (TGSs)
  • Compliance with environmental and cultural heritage management plans
  • Provision of photographic records and quality documentation for each work site
  • Coordination of logistics for importing materials and managing limited local resources (e.g., water and gravel)
